The military tests a new weapon, a "thinking man's missile." This armament acts with a mind of its own, creating havoc and panic.

Wally's the best escape artist at the zoo. Mr. Twiddles the zookeeper is determined to end Wally's wayward ways and hires sleepy-eyed watchdog Snoozer to keep an eye on Wally. Wally's creative efforts to escape from the zoo and spend a night on the town are thwarted by the watchdog.

A bird makes a sound to warn Mr. Twiddle. "Fweep, Fweep, Fweep, fweep!" Most of the cartoon has Wally attempting to silence the bird. Every time Wally attempts escape the bird sounds the alarm.

Ice fishers Lippy and Hardy deals and meets a fish-loving penguin and pesters them and keeps taking their fishes.
